Soak the cedar plank for 2 hours.
Place grated ginger, garlic, soy sauce, cider vinegar, sesame oil, white pepper, and maple syrup into a bowl and mix well.
Cut fish in half and put in large ziplock bag with 1/2 of the sauce. Let marinade 30 minutes.
Preheat grill. Lower heat to medium. Place the fish on the plank and place on grill. Cook for approximately 15-20 minutes depending on thickness of the fish.
Saute the peppers in olive oil until softened, add rice and scallions and blend. Add remaining sauce to pan, blend well, and heat until hot.
Plate the rice. Place fish on rice. Enjoy.
